In this city there is a water-shortage that has led to a government-enforced regulation and ban of all but public, pay-to-pee toilets, and the consequence for anyone caught breaking the law is brutal. One unlikely leader steps up to aid the less fortunate and lead them to freedom, but will that freedom mean the world is a better place?
